Joseph G. Couvreur is a Metro Detroit attorney who specializes in municipal, real estate, and elder law. Since joining the firm in 1989, Joseph Couvreur and Randall Pentiuk have been working together to advise various municipal entities. These entities include cities, planning commissions, Downtown Development Authorities, Brownfield Redevelopment Authorities, Economic Development Corporation, and housing commissions.

Joseph G. Couvreur has advised both elected and appointed officials on a multitude of issues. He has proposed and drafted ordinances, addressed real and personal property taxation matters, building code interpretation and enforcement, real estate purchases and sales. He also has extensive experience in the Freedom of Information Act and has lectured on the topic. He has worked with Planning Commissions on a variety of zoning and planning issues. Mr. Couvreur is currently a lead counselor for the city of Allen Park.

Joseph G. Couvreur has worked with Downtown Development authorities and economic development corporations to encourage development and preserve existing businesses. He has also established and worked with Brownfield Redevelopment Authorities to maximize tax incentives to redevelop functionally obsolete and dilapidated properties. Mr. Couvreur is lead counsel to the Taylor Community Development Corporation where he advises on several matters, including finance.

Joseph G. Couvreur also worked on election-related issues. He has assisted and advised in the adoption of a new charter and amendments to existing charters.

He has worked with the Department of Housing and Urban Development to obtain homes under the Dollar Home Program. Through the program, the communities were able to purchase and rehabilitate homes. He has also worked with the county to obtain Neighborhood Stabilization Program Funding to alleviate some of the problems caused by the housing crisis. Currently, Mr. Couvreur works extensively with the Southfield Non-Profit Housing Corporation.

Joseph G. Couvreur has also established nonprofit entities to assist charitable organizations which operate within municipalities. One such nonprofit was established to enable a municipality to work with a nonprofit 501(c)(3) recognized entity to make improvements to a city park.
In addition to the above, Mr. Couvreur handles the preparation of estate planning documents, which are drafted to minimize or avoid probate proceedings. He also handles probate estates through various procedures whenever probate is necessary.

Mr. Couvreur is a lifetime resident of the Detroit area, residing for most of his life in Allen Park. He has a bachelor's degree in Public Policy Analysis from Wayne State University, and graduated from Wayne State Law School in 1988. While working his way through law school, he served on the Board of Directors for the Free Legal Aid Clinic. Currently, he is active in Downriver Christian Community Church. Mr. Couvreur was the President of Grateful Home in Detroit, a shelter for battered women and children which is now operated by The Detroit Rescue Mission Ministries.

Joseph G. Couvreur and the members of our firm continue to seek opportunities for our clients within the constraints and limitations of municipal law. We strive to find opportunities in problems rather than problems in opportunities.
